Founding of the Senapati District Rural Development Association
In 1995, P.S. Henry Paotei founded the Senapati District Rural Development Association (SDRDA), marking an important chapter in his lifelong commitment to the welfare and development of rural communities in Senapati District.
Having witnessed firsthand the challenges faced by people in the hills, particularly the lack of basic infrastructure, educational opportunities, and avenues for sustainable rural development, Henry Paotei believed that meaningful change had to begin at the grassroots level. SDRDA was established with the vision of empowering rural communities and creating opportunities through community participation and locally driven development.
The organisation reflected his conviction that development should not remain confined to government institutions or urban centres. Local communities themselves had to be given a meaningful role in identifying their needs, shaping solutions, and working together toward a better future.
Political Career and Public Service
Henry Paotei's commitment to community development eventually extended into active politics and public service. He entered electoral politics with the aim of carrying the concerns of the people of the hills into the political arena. His public life was closely associated with the Karong Assembly Constituency, where he served as a Member of the Manipur Legislative Assembly (MLA).


Over the years, he was associated with different political platforms and continued to advocate for the interests of the tribal and rural population. He continued his involvement in state politics even after his tenure in the Assembly.
For Henry Paotei, politics was closely connected to the same purpose that had inspired him to establish SDRDA in 1995: to serve the people, strengthen rural communities, and contribute to the social and economic development of the hills. His journey from grassroots development work to elected public service remains an important part of his legacy.
The organisation became part of Henry Paotei's broader social commitment to the people of Senapati. It represented his transition from advocacy and public service into organised community development, laying a foundation for initiatives aimed at improving the lives and livelihoods of rural communities.
